I think this is standard template for when the domain has GD or Afternic nameservers but domain has not been listed (or approved for listing) on GD/Afternic. I have seen this lander many times.

Yikes if that is a standard template they have a lot of work to do.
 
As others have said, it's a standard template for domains pending verification, for example. It's short & sharp and has a clear call to action.
