A Floating Top Bar? (1.Viewing)

Is there any option to provide a floating Top Menu Bar (Forum, Users, Rules, etc. + New Posts, Active topics.,etc.) or at least have it reappear if you scroll up?

I just always find myself at the end of a long thread, want to check New Posts or Messages., or just hit Forum, and have to scroll, scroll, scroll on the mousewheel to get me back there.

At the very bottom right of the page there is a TOP link that takes you right back to the top in 1 click.

Also at the bottom there is this menu and those links send you right up to the section you want to go to.
