So I've seen Choose.ca on tv commercials, primarily while watching Dragon's Den. It made me think, when did CIRA decide to get that domain?

Well, it looks like it was 2016. CIRA bought choose.ca in the aftermarket, from domain investor IREX (Wayne) for $11,300 USD, which was probably $15,000 CAD at the time.

Just thought I'd share since it's on TV occasionally now.

Its nice to know that CIRA approves of buying domains in the aftermarket!

I'll also point out that CIRA also bought fury.ca in early 2016 too. The domain was listed as "for sale" on a domain sponsor landing page, so clearly this was another aftermarket acquisition by CIRA, although no price was ever published that I am aware of. Interesting to note that although they bought the domain for their FURY registry software they sell/lease, the domain fury.ca itself is an inactive/dead website.

Could it be that it didn't cost them anything, which is why they haven't put that into any use, except to safeguard the registry software, unlike the other domain name in your quote.

It's even better to know that CIRA supports securing every possible word that you would be using in your business to secure your brand, which is very encouraging for many of us here. Isn't that the resson why we love to register or purchase all the potential words as a domain to secure the future business plans/proposals we have?? *JOKINGLY*

The CIRA uses fury.ca for their TBR Engine - lists and results, among other things (I assume TBR selections as well). It's a data/API URL, not a live site.

For example, if you click on their "TBR Results" link on the CIRA page, it goes to:

https://api.ca.fury.ca/api/tbr/lastSessionResults

And if you notice the add on the right side of the forum (or above) cira is putting the domain to good use.
