If you don't meet the Canadian presence requirements set by CIRA.ca then no you can't (or are not supposed to). See here: Canadian Presence Requirements for Registrants
Non-Canadians will still try by inputting false information as their whois info, and I'm sure some get away with it, but the answer is you're not supposed to and CIRA may come knocking eventually.
Rebel does have that additional identification step you're seeing too but I think that's required for anyone opening an account there, regardless of what you might be purchasing. I'm not sure how much action registrars (like Rebel) take-on themselves to ensure you actually meet the requirements, as I believe that's CIRA's responsibility, but maybe Rebel would flag you as well for not meeting the presence requirements (but I'm not sure).
