Criminal content is best reported to the police. Here's a framework by some registrars and registries that I like (the framework, not the site): https://www.dnsabuseframework.org/

And to be honest, I'm not sure I want the registry to be "judge and executioner", even though ICANN is generally leaning in that direction as well. Of course, it also depends on the type of abuse.
