Ok, so this isn't about CIRA but more of an ICANN issue. Is there any requirement for whois data accuracy by a registrar, and if so, any enforcement? I periodically find some bizarre whois data - here's one I stumbled on today when I was contacted by a spammer using this domain:

Registry Domain ID: 2803760240_DOMAIN_COM-VRSN

Updated Date: 0001-01-01T00:00:00.00Z

Registrar Registration Expiration Date: 2024-08-06T16:31:15.00Z

So two odd things about this whois data:

1. how can the "Updated Date" have a value of 0001-01-01T00:00:00.00Z ???

2. why is there still a status of "addPeriod" almost 5 months after the initial registration date?

In theory, by maintaining and addPeriod status, the buyer can get a refund on the domain name from the registrar - which would be a perfect loophole for spammers cycling through domain names without effectively paying for them. I'm probably reading too much into that, but it makes me wonder why the registry and registrar don't have better data integrity, or if ICANN even cares about that kinda stuff.
 
I often wonder when I see domains in people hands, check the whois see it there, check a few days later and the domain is not registered and no whois exists.

I kept thinking I made an error but it's happened too often, somehow I think you are right and the system is being played.

I reached out to Namecheap last year and they said it was a glitch on their end(?) and recommended I try multiple WHOIS queries. If you search the domain on ICANN Lookup it shows 2023-08-06 16:31:18 UTC as the updated date.

Looks like Namecheap caches and keeps some of the whois data on their end. As far as I know AddPeriod can only be set at the registry level and is not shown there (this is the registry whois):

Not saying this is good or like it should be though. Here's the Namecheap whois:

The registry decides how to handle deletions though, so this domain would go through redemption if deleted and also Namecheap would not get a credit.
