That came up last week too. Some registrar that should have won the domain sent in a bad request ... CIRA started to process the registration and then determined that it couldn't be completed. Since CIRA may have already told other registrars the domain was taken, their only option is to rerun...

it would be a registrar screw up. Whomever should have gotten the domain, sent a bad registration request... in my experience, that would mean an invalid registrant. CIRA just pushes it into the next week's drop -Tom

The autoRenewPeriod for a domain which IS renewed is controlled by CIRA. Registrars only control the timing for domains which have not been renewed (the ones we "delete"). I missed a benefit, it is industry standard. Certainly not a "best practices" standard, but the american .com lawyers wanted it this way, so the rest of the world copied it. Let's hope we can break that pattern.
