I'm with the domain owner wanting to know who the end user is but the way he goes about it is not my style.

My newest response goes more like this...

Let me draw up an initial quote/bill of sale

Ordinarily the link is MapleDots.ca/inquiry but I customize it like above when I have a direct inquiry so it prefills the domain.
