Newly registered domain names enable small business owners to easily accept payments from customers

What prevents you from just putting the QR code or link to buy your domain rignt on your domain name's landing page?
 
I would like to see more information about this in general.

The example they gave is super basic - Try out GoDaddy Payable Domains @ GoDaddy
Why roohshad.co? Who knows.

In the PR it says -

In addition, small business owners can customize their Payable Domain with their company logo, product images, cost of their products or services, or other branded content to create a seamless checkout experience and maintain a personal and professional look.

I would love to see an example site with these features in use.
There are lot of other options in the field like Paypal, Stripe, Square, etc.

So I sell a domain privately and I can process the sale through GoDaddy payments at pay.mapledots.ca

Can't you just manually have someone pay for a domain via that link?
If GoDaddy makes it easier they would be hurting their own 15%-25% fees.

Where is the TOS? I am interested to know what their terms are regarding chargebacks.
What is the maximum that can be charged to a CC, etc.

On a side note, this graphic is just silly. This innovation does not belong on this chart.

Can GoDaddy Payments be used by businesses based outside of the US?

Today, GoDaddy Payments is only available to US-based businesses.

Does GoDaddy Payments offer additional security like fraud protection?

Today we don't offer additional fraud protection services. We monitor transactions to catch unusual activity and notify the merchant of potential fraud. The merchant is still liable for chargebacks.

Are there any restrictions on who can use GoDaddy Payments?

Yes, there are categories of businesses and business practices that are restricted from using GoDaddy Payments. Please see here for more information.
