The way I am reading that is that it is directed at Registrars.

I don't think it prohibits investing in domain names in general.

They are adding their own fair share of restrictions and requirements to international registrars that can't really be fulfilled easily or are worth the effort... Recently they were also going to forbid registrants to use Pronton Mail for their email addresses....

I'm considering no longer selling .IN, even though we're just a reseller for it, not a direct registrar.
