The way the Federal seats are gerrymandered out (effectively screwing the West, while giving Quebec + East Coast a significant advantage) and how the demographics have changed (new Canadians vote Liberal) it is virtually impossible for the PCs to win an election, no matter their leader.
The leadership doesn't matter on any party, it's how effectively the Liberals have coordinated their efforts to effectively remain in power (minority of majority) for the foreseeable future. Trudeau was shown in blackface multiple times (imagine a PC leader in the same spot), clearly displayed his misogynistic side, acted like the trust fund brat he is, and had the most ethics violations in the history of Canada... yet he's still there.
The only hope the PC party has is if the Bloc can win enough seats in Quebec to join with the PCs and form a minority government, but that's a slim chance at best and depends on the Liberal leader screwing up bad, like blackface bad.
Mark my words, you will not see a Federal PC majority in your lifetimes or any lifetime - the Liberals have made sure of that.
