The site has been down for a few weeks, from what I hear Tonic.to has pulled the rights from Register.to
There are going to be a lot of frantic .to owners in the next little while
Looks like register.to is still down, error comes up if you click any link.
Too bad, repurposing the extension for Toronto was a great idea.
