Or is it reserved by the Registry as I see it?

I believe you're right.

Reserved names

Several generic names and collective utility names are not currently available. PointQuébec have reserve them for subsequent attribution.

It is now possible to claim the names of municipalities, certain regions, tourist sites and public services that have been set aside for their respective use in order to better serve the Quebec community.

The registration of these names is reserved exclusively for holders explicitly linked to these domain names. A verification of the holder will be carried out before the allocation of the requested domain name.

For example, the domain name "lanaudiere.quebec" is intended exclusively for the Regional Tourist Association of the Lanaudière region. Likewise, “montreal.quebec” is of course intended for the city of Montreal. This program is set up for a limited time.
 
How is it that someone can buy citron.quebec and not buy lemon.quebec - LOL. OR do you think just one L is more appropriate.
English is a big no-no to them...

Not me. If I had the money to start my own tld (top-level domain), I would never use .quebec. My first choices would be either .qc or .pq. That's just me, but what do I know.
ICANN doesn't allow applications for two letter TLDs in their new gTLD program though. If Quebec separated (not that I'd want them to), then that would be different.
