Seems when you look up a domain at WHC and it;s taken it say's " There's still a chance you can acquire this domain" and it shows a "Make An Offer" button which takes you to DomainAgents.com. Maybe I have not paid too much attention to this in the past but I have never noticed the partnership before.

Lots of registrars partner with DomainAgents for this service. That's probably how DomainAgents gets most of its leads. I can't say how long this partnership has been in place, however, I rarely do whois lookups on WHC.ca. One of the things I like about the DomainAgents.com platform is that it makes the potential buyer pay a small fee to submit an offer, which I am sure weeds out some of the tirekickers, timewasters, and spammers.

You'd think so, wouldn't you.

It'll not only reduce inquiries but it also eliminates negotiations. You can't negotiate if you don't get an inquiry.
