Yeah, the only requirement for ICA membership is that you pay. It is a great organization, not sure how much if at all it helps .CA people, but if you invest in other TLDs, especially .com, I'd recommend being a member.
It's still too small an industry for anyone (any organization) to want to take on the expense and hassle of 'certifying' or 'licensing' domain brokers. This topic was discussed extensively within the ICA, and the decision was made to share best practices and not get into the certifying or licensing game.
