Are there "certifications for domain brokers" ? ICA doesn't seem to be it. The ICA page ( ICA’s Best Practices for Domain Name Brokers - InternetCommerce.org ) lists best practices but explicitly disclaims any responsibilities.

Yeah, the only requirement for ICA membership is that you pay. It is a great organization, not sure how much if at all it helps .CA people, but if you invest in other TLDs, especially .com, I'd recommend being a member.
