Restaurants got heavy into running cons during COVID (when the average person was even dumber than usual) and now they think they can not only keep all the old cons going, but are emboldened to introduce even more scams to pad the ownership's bottom line.
And yes, the vast majority of these surcharges are not even sniffed by the staff and go straight to the owner's pocket. If it's not expressly called a "Tip", "Gratuity" or similar (i.e Fees, Taxes, etc,) then it's intended for the restaurant's coffers, not to reward the staff.
This is the major reason I don't go out as much, as there are too many fees, fake taxes and surcharges being put on your bill. At a certain point, the cost of the actual food becomes so exorbitant that it no longer makes financial sense.
For Christmas we always buy as many expensive items as we can cook (filet mignon, grain-fed turkey, lobsters, etc.) and all that money goes to what's on the table, not to fake fees. It's very satisfying to sit down and I literally slice that rack of tenderloin down til I can't eat any more.
