I can't figure out what this Matt guy's end-game was. Unless he's just incredibly stupid, which I doubt. If I had to guess, I would guess he had some petty grievance against Verizon (real or imaginary) and this was how he sought 'revenge' ... which did not exactly work out well for him. Dude, seriously? Reminds me a bit of a conspiracy theorist nutter from years ago who would occasionally blast out emails to dozens of folks in the domain industry alleging all sorts of nefarious crimes committed by ICANN. Haven't heard from that nutter in a few years, thankfully. I might have bozo-filtered his email address, though, and perhaps he's still out there doing his thing.
