It's an impossible task without direct access to their systems, as as I said earlier, if a registrar wants to scam, they will scam, and would simply create a pile of "valid bidding IDs" (maybe for old retired Canadian grannies living in Europe?). How are you going to stop that?

They are a voracious bunch when it comes to premium TBR domains.
 
Not sure if anyone noticed but Tera.ca was picked up by the owner that let it expire. Makes you wonder how they would let it expire and then be in the auction bidding on the domain name and spend $1,000 on it. I guess there was no way I was winning that domain name.
